The first right - 1791
Introduction
While the Constitution of the United States was being debated, several states requested the addition of amendments to spell out more strongly the rights of citizens and states. The congress of 1789 complied by proposing twelve amendments. Ten of them were ratified on this day, 15 December 1791. They are known as the Bill of Rights. The first words of the first amendment prohibited the government from meddling with religion.
